The Ministry of Ecology and Environment has released the 2019 air pollution prevention and control points nationwide to ensure that local governments work well in the 2019 air pollution plan and continue to improve air quality.
According to the air environment model proposed in the "Main Points of Prevention and Control of Air Pollution in 2019", the annual average fine particulate matter (PM2.5) concentration of cities that have not reached the national standard will drop by 2%. In 2019, the average number of sunny days in cities above the prefecture level will reach 79.4%, and the total emissions of sulfur dioxide (SO2) and nitrogen oxides (NOx) will be reduced by 3%.
In addition, in 2019, the national air pollution prevention and control work will strive to comprehensively manage the atmospheric environment, steadily promote industrial restructuring, accelerate the optimization of energy structure, establish the prevention and control of diesel engine pollution, strengthen the control of non-point source pollution, and promote the spread of key areas. Pollution weather, consolidate the foundation of atmospheric environmental management, and complete the work of environmental noise pollution prevention in nine aspects such as key work.
First, we will fully realize the atmospheric environment goals.
Second, sinking and carrying out comprehensive management of the atmospheric environment
We will conduct an in-depth review of the experience and practices of air pollution control in the country in recent years, comprehensively analyze the current situation of the atmospheric environment and the deep-seated problems it faces, and arrange and deploy key tasks. Go to the next step.
We will improve the relevant support policies.
We will strengthen supervision and inspection.
Ii. Steadily promote industrial restructuring
We will increase our efforts to eliminate backward production capacity and reduce excess capacity.
Accelerate the formulation and revision of emission standards in key industries, and encourage local governments to formulate and implement more stringent air pollutant emission standards.
Deepen the upgrading of bids for industrial enterprises.
Accelerate the management of volatile organic compounds (VOCs) in key industries.
Strengthen the management of toxic and harmful air pollutants.
We will strengthen efforts to eliminate ozone-depleting substances (ODS).
4. Accelerate the optimization of energy structure
Continue to control the total coal consumption in key areas, and actively work with the NDRC to develop reduction and substitution of coal consumption in key areas, and management methods used by universities.
Steadily promote clean heating in the north.
The boiler has been comprehensively improved, the work of eliminating small coal-fired boilers will be intensified, and the elimination of coal-fired boilers with less than 35 tons of steam per hour in key areas will be accelerated. It is recommended that the ultra-low-emission steam per hour meet or exceed 65. The conversion of tons of coal-fired boilers and the conversion of gas boilers to low-nitrogen combustion.
